What is the highest quality type of album and cost?

High-quality albums will generally run $1000 for a 12" book with 20-30 spreads. I'd budget costs from the lab anywhere from 500-1000 and then triple that for what you charge the client, in order to cover your time, taxes, overhead, etc.

The proof book is an 8x10 album and most of my wedding albums are 12x12 or 11x14 sizes.
