This and free diving should be at the Olympics- way more exciting than shooting...
3-gun's equally cool. I think the problem is that the olympics is hosted all over the world and most countries don't like our gun laws, or gun culture, for that matter.
So you get that really boring .22 one-handed dorky looking event and equally boring archery.

The matter of the fact is that when many people enjoy a sport, and sports are just activities with arbitrary rules by nature, people who excel at the activity are revered as skilled athletes.
What's the purpose of the hose? Is it to help break the surface tension?

It's to cool them down and keep them hydrated

Yes, it helps break surface tension like when they turn on bubble jets in the diving wells of pools. It helps a bit, but that one guy was SERIOUSLY lucky he still went in feet first because I don't know if you could survive a flop from that height.

No. Flat water is impossible to see where the surface is.
I always feel like they jump too close to the platform.

The highlight of the Red Bull Cliff Diving 2015 World Series in La Rochelle, France is a 6.3 degree of difficulty 27.5 m high, reverse, 2 somersaults, 5 twists free high dive at 0:48 mark by Blake Aldridge of the UK. Blake calls it the "The Big Twist." Amazing! Yet, this is only the 2nd place finisher. At the 2:16 mark, you can see the winner, Gary Hunt. The 3rd place guy, Orlando Duque, dives at the 1:23 mark. The tough 13th place guy, Steve LoBue, finished his dive although he hit his head on the platform. On May 30, 2015, Possum Kingdom, Texas held the following contest.

in almost all high dives that I see, there is a hose watering the point of impact. I wonder if it somehow plays a role in softening the impact
Yes it does, it softens the impact. In pools they use a bubbler instead of a hose.
How do They get up there?

I am a "medically trained professional" and if you rupture your internal organs or tear a blood vessel it wouldn't matter if there was a hospital right there on the water. He'd be dead.

Holy shit cracked his brow bone n still did all those … imagine he got knocked out then belly flopped .. I think you can literally die at 27m from bellyflop.. but again they got Thta bubble/jet machine in the water to break surface tension.. maybe he will be fine.
