@Moai yes, world was progressing in timestop duration due to it being its natural ability, not because of durability. Dio regaining control over his body just sped up this process. Eventually world's timestop duration would increase over time, that uniqueness of this stand. Star platinum's ability is not timestop, it's just so fast that it can simulate timestop for several seconds.

To be fair, for Dio it's always been more about revelling in a sense of superiority than winning - winning just ends the worthwhile part. Even as a child, he didn't spend months slowly poisoning his father because he was worried about getting caught. He's charismatic, not smart or rational.
