SATAN Himself Clash is a better stand than, say, White Album for Venice because it’s remote, causes absolutely no collateral damage, and gets around easily thanks to water being the main way to get around. Tiziano makes it so that no one can reveal the truth if they discover anything about the boss. Carne leaves no witnesses, including himself.
Venetia is completely surrounded by water making clash have a bigger isolation range. Plus if anyone found info about the boss, talking head could just make them say the opposite. So in a way their sort of isolation, attack and defence guards. But I've only heard this from another comment. Edit: as for carne. It's like a desperate nuke that the boss tried to use. It has the potential to destroy his entire organization but he Still decided to use it. So in a way Carne is a last ditch Attempt.
So my theory about Carne is that, his stand manifested mostly in "near-death experience' situations. And seeing the potential it had, Diavolo probably made sure that Carne would swear fidelity to him. Then he would live the good life until the day Diavolo's identity would be threatened.
