Judging from real history, the US probably wanted to make the Panama canal and thought helping brazil conquer you could be cheaper then paying you to kake the canal.
Which also explains why they dipped out so fast, you were too expensive to conquer and Brazil kinda sucked as an ally.

I do wish they used the battle system to simulate guerrilla war, that way even if taking Costa Rica was easy it would be hard to integrate because you would have to fight guys in the middle of the jungle. It would make wars way more interesting
