- Russian President Vladimir Putin said that its strategic nuclear forces are always on alert and that it will not tolerate any threats during his annual Victory Day speech on Thursday.
”Russia will do everything to prevent a global clash. But at the same time we will not allow anyone to threaten us,” Putin told the crowds gathered on Red Square.
Putin added that “our strategic forces are always in a state of combat readiness”, referring to the country’s nuclear capabilities.

No one has attacked Russia, Russia is also not at war technically with Ukraine as she's never declared it, therefore, for Putin to launch a nuke in Ukraine and the above two aren't fulfilled, is considered a war crime.
He would immediately be condemned by NATO and even his own friends, including China.
The West would then quickly come together and do two things, destroy all of Putin's forces in Ukraine and seek to arrest him so he can stand trial for the murder of tens of thousands.
He would lose so much popularity, that there might be a coup in Russia, where they either kill him, or hand him over for trial.
The world would never forgive him for what he did,
