If your replacing the quarter and it's mostly for practise If I was you I would try to butt weld the patches as this will give you good experience for when you do the full quarter replacement.
I know making the patch bigger than the hole to overlap is not a good idea, but why don't you cut out a patch the same size as the hole and fit it up good? Those lips you add around the hole doesnt make sence to me. They're just more surface to rust, and specially if theres metal laying on top of metal. Moisture getting in between and it will rust again faster.
FLX CSGO and cutting out a patch the same size of the hole is not as easy as it sound. this is they way that the pros do it. i plan on replacing the whole quarter panel, this is just the temporary fix.
