connect to xbox live. then try again. but if you dont have xbox live, you do NOT need to pay. all you need is a free xbox silver account, which only requires you to make an "outlook.com" email address. then it should work. its kindbof a pain, but its because microsoft wants you to use a MICROSOFT email, not a compeditors email. outlook is microsofts email platform.

try googling the code number, error codes MEAN something specific is wrong. perhaps its your internet, perhaps a piece broke, perhaps itt needs to be reset, every code has a meaning.
