Football makes up roughly $900b for global sports betting, meaning that the match-fixing industry, which seeks to influence results and outcomes, is potentially worth billions in itself.
But what is match-fixing, where does it happen and who is involved?
And why is it so difficult to detect?
Alex Stewart explains. Henry Cooke illustrates.

A top former English referee was doing talks in my country to our local referee groups, and he told me about a match-fixing referee who he was assigned to assess. It was an Eastern European referee on some Europa Cup early qualifying round, and this assessor was called by UEFA beforehand, and told that the referee was suspected of being involved in fixing, and there were anomalous betting patterns, I think on one of the teams scoring 1 goal during the game.
They wanted to catch him in the act, so they didn't pull him off the game, and this assessor had to act normal. The game was all going pretty simple, no weird decisions or anything, until the middle of the second half when he gave a penalty off a corner, gesturing there had been pushing in the box. Replays showed that there was absolutely nothing. So a penalty was given, but then it was missed, and for the rest of the game the assessor was expecting another weird call. But full time arrived, and nothing more out of the ordinary happened. The anomalous betting pattern wasn't fulfilled -- the fixers didn't win their bets.
After the game the assessor had to carry on as normal and do the normal post-match assessor thing of talking to the referee, talking through various decisisons with him, giving feedback. Apparently the referee gave the weakest of "I saw a push" explanations for the penalty, and looked very uncomfortable, while being told by the assessor that it was a clear mistake based on video replays. Eventually the assessor had to ride with the referee to the airport, trying to act normal, and after they parted, the referee was arrested at the airport.
It was interesting noting how the referee wasn't being asked to ensure the bet was fulfilled, just to swing the odds. I think the deal was, if the team hadn't scored a goal by a certain minute, the referee had to give them a penalty. He would have clearly waited around to try and hope it occurred naturally, but eventually he had to make one up. But after that, his job was done. It didn't matter what the outcome of the penalty was, they/he didn't want to draw attention to the fix by making multiple weird decisions

One story from a lower, regional Polish league in early 2000s. The home team made a deal they'll lose the game. There was one problem - a young Nigerian striker, new player. He had no clue and didn't speak Polish either. The whole game fans could hear his teammates shouting at each other "nie podawaj do czarnucha (don't pass to the negro)". They were afraid he will score, and they won't get their bonus.

Luckily I was a lino at that game so I didn't have too much to decide apart from some tight offsides I wasn't sure about letting go in their favor. The team played so badly even we couldn't help them. So nothing came off it in the end.

Man, I remember the Hoyzer scandal like it was yesterday. I was 10 at the time, and Hamburg was a team I didn't really care for all that much (I'm a Werder Bremen fan myself), but my old man's a Hamburg fan, and I vividly remember him ranting during and after the match about the utterly bizarre calls the referee made. And of course that became a pretty big deal because the World Cup was coming up and they didn't want a scandal like that just before a tournament here in Germany. Thankfully some reforms were done afterwards to prevent this from happening again, but still left a bad aftertaste. To this day, calling a referee a Hoyzer will immediately get you a yellow card in Germany because of that. There's been some other divisive stuff regarding this - another official for the game, Felix Zwayer, cooperated with Hoyzer according to Hoyzer's own testimony and supposedly accepted 300€ for this, but they never found conclusive proof for this despite Zwayer also doing some strange calls during that game. Guy is still working as a referee to this day.

One of the main reasons of illegal betting is about how a lot of countries approach to betting markets. I'm from Turkey, not betting for about 3 years now but when I got used to betting few years back, I never felt the need of betting illegally in Ukraine where I was residing back then. Because there are multiple betting firms that operate freely and globally. Bookmaker offices are even comfy and they give you checks and cold cash at the spot.
In Turkey however, the government gives the market to one firm, who then tries to exploit people with pathetic level of coefficients, narrow range of betting options, forcing people to pick at least three matches in one bet. All this forces people out of legal markets and everybody are using illegal ones.
