Just got done watching your no attachment guide from 3 years ago (that and this video are great!), and I think the reason why the chapters aren't working on this video is because you've included the brief 4-5 second transitions between exercise groups as their own chapter. Chapters have to be at least 10 seconds in order to work. I'd suggest skipping those in order to fix this. The intro section should probably merge with the first exercise because of how close it is to the beginning.
