Probably not, as some files get modified according to a ton of stuff like your windows settings. But data in program files folder and users folder can still be saved!

In pop culture you always see huge advanced computers detecting errors and attempting to resolve those errors themselves, like DOOM 2016 with the computer self diagnosing at the beginning of the game.
To delete it you just need TrustedInstaller rights. So run a CMD windows with system rights and delete the folder that way. (System rights on a program can be achieved with a programm called AdvancedRun. Please only do this on Virtual machines because your computer will not boot correctly after System32 is deleted) To actually delete more stuff go to windows PC repair and choose command prompt. Then delete it there. (You have absolute control of the system there)

I did it a few years ago bc I've seen a vid sain' that it boost my fps ,the pc didn't do anything at first but when I turned off the pc blued screend every time I turn the pc on (i can delete the sistem32 folder bc my uncle did some shit on my PC and I was able to do it)
