Sparrow always spawns if you get the "Stop, theif!" from stealing before world 3, doesn't matter if you commit violence before or after

You missed the "bozo" at the end of your comment
This quest has so many weird conditions that need to happen:
1. You have to steal an item from a shop without assaulting the shopkeeper
2. You need a key (Van Horsing's or Yang's) to get to the walrus idol (why does Sparrow give a rope pile instead of a skeleton key)
3. You have to steal the idol AND the guard/Tusk have to see it happen. You can't sneak it out (I messed this part up trying it out today)
4. Finally you can reap the reward of half of Tusk's vault when you could have just robbed the whole vault by yourself.
I don't know what Derek was thinking with this one.
you dont actually need to have the tusk guard see it happen, in fact you can sneak outl the idol and still go to the palace of pleasure like you did nothing wrong if you avoid the guard's vicinity in tidepool
The only thing that matters is after you finish stealing the idol you MUST visit sparrow in a 6-1 backlayer which is what you probably missed
Visiting her in 6-1 is the worst part of it all, 6-1 has no relevant backlayer and that bs is so forgettable.
