No. You have to take off the 4 bolts on the fan belt assembly. I show you this. Once you remove that piece you can get the belt into place. then replace the piece , tighten the 4 bolts and tighten the belt pulley.

when replacing the belt after taking the 4 bolts off the alternator pulley i can seem to remove it to fit the belt through help!
