Cats are born to be supervisors. Usually dogs are greatly relieved by not having to think so much, but humans, in theory more intelligent, often enjoy being managed, too. I suspect if the human's Mom had been taking the video, we would have heard her caution the baby. She would know there is a security mesh but the baby wouldn't understand that yet. She might have let the cat act, but us viewers would know Mom would spring into action if needed. Jokes aside, this is genuinely fascinating to watch. The way the cat flat-out stares at the owner the first time kid gets a bit to handsy with the railing. Then, realizing the human isn’t going to do anything, hesitantly nudges the child away from the balcony even reaching out fully when the child uses the other hand, before hurriedly lurching over the edge in order to get the baby away from the ledge entirely.
It’s likely the cat either witnessed the parent do this a few times or is just straight-up trained to do it. But that stare down and the initial hesitation is what makes this so interesting to me.
