I am an 83 year old of African descent and have never heard of individuals "bleaching" their skin. The only way to do that would be by staying indoors during daylight hours, or moving into areas of the world which lack sunlight. So it is a strange notion to me and suspect that it is overstated and does not exist.
Many South Sudanese go to school in Uganda and Kenya because of security and stability reasons, the 16% are the ones are the ones who strictly study in South Sudan, but south Sudanese are very smart and many study outside the countries and come back after graduation, do to corruption it makes it hard for many to build and hospitals or schools because the generals and government leader feel like they should be the only ones doing anything and refusing others who try to build successful businesses, schools or hospitals because they want to be the only ones known to build South Sudan because they fought in the civil war
