Nepali citizens are getting Aadhar cards and other official documents made illegally by bribing officials.
They don't need fake documents they can apply in all Indian government Jobs as nepalese citizens but not the other way around. Geopolitics is not simple.
A nation is not an individual so don't treat it as such. Nepal knows it has a border with up and Bihar not Gujrat or Bangaluru.Thus the border issues arise. Either Bihar needs to pick up pace or border control is to be implemented.
The main reason behind to not accept epg report by india
1. Both countries will implement visa system to cross the border.
2. Abolish Friendship treaty of 1950 which is only favour of india.
3. Resolve of border issues for both countries.
4. Amendments in water resources and dam build in nepal which is beneficial inly for indian farmers.
These are primary reasons to not accept this report by india.
However, nepal government willing to implement and should implement at the end.
It's time India should deal with Nepal the way China does.

EPG report was made by both the countries nominated members. Why India is not accepting it.
आपके इतने बड़े वक्तव्य में सब कुछ एकतरफा है। नेपाल ब्लैकमेल कर रहा है, वगैरह वगैरह। श्रीमानजी EPG का गठन नेपाल और भारत ने संयुक्त रूप से किया था। अगर इस पैनल का गठन ही सजावटी था तो भारत को इस पैनल के गठन में भाग ही नहीं लेना चाहिए था। क्या इस पैनल के गठन से पूर्व भारत को यह नहीं मालूम था कि यह पैनल नेपाल और भारत के संबंधों के किन किन मुद्दों पर दुबारा पुनर्समीक्षा चाहता है ? EPG के पैनल की हर गतिविधि में भाग लेने के बाद अब भारत इस पैनल की समीक्षाओं को भी सार्वजनिक नहीं करना चाहता, तब तो यह अहमकपन के सिवा कुछ भी नहीं है। ऐसे में नेपाल का नाराज होना स्वाभाविक ही है और इससे हमारे पड़ोसी का चीन के प्रति झुकाव बढ़ता जाता है तो यह स्वाभाविक ही है। भारत को तुरंत अपने एकतरफा निर्णयों के बारे में सोचना चाहिए।
