Newton County Chief Deputy Arrested by Arkansas State Police

- On May 12, 2019 Newton County Sheriff's Office Chief Deputy Michael Kyle Dunn was arrested by Arkansas State Police Trooper Michael Valentine, after Valentine observed Dunn's vehicle swerve almost entirely off the road in Rural Boone, Arkansas.
Dunn was cited for driving while intoxicated - first offense and for refusing to submit to a chemical test of his breath. Dunn resigned from his job in the immediate aftermath of his arrest.
Although Boone Municipal Court records are not available online, a telephone call to the clerk of courts earlier today revealed that Dunn was found guilty of driving while intoxicated. He was ordered to pay an $800 fine and was sentenced to one year in jail, with all but one day suspended. For that day, he received credit for time served.
Note that Trooper Valentine's statements about "the limit" being "8%" are wrong. The per se limit is .08%, not 8%. An eight percent blood alcohol concentration would be fatal many times over.

@@athletejmv Most small departments don't have funding for equipment like this tho. If small departments had more funding instead of big city ones there would be more officers with body cams and extra tools rather than only lethal
I agree. What happened to me would never of happened if only my local police had the body cams. I did not deserve to be beaten up... Not at all but no cameras so no pressure for the police.
They do have body cams but they dont show them if its to protect officers the captain willing witholds them until they are forced to show. Sometimes nobody outside the force finds out so no one gets to see it and sometimes they do and takes months for body cam to be released

Drunk driving has only been illegal for 35 years, it was a fine before and that time varies up & down state to state. So the officer is correct, it IS not like it use to be.

My dad was a police officer and always said “If your going to enforce the law you must obey the law.”
When I became an officer I told my kids the same thing, now my son is an officer and says that he always keeps that rule. When your a cop the light is always shining on you and you cast a long shadow. If you can get away with it everyone should. I think cameras are a good thing and will ultimately go a long way in improving law enforcement and citizen relations. There are some who will never care for law enforcement officers and that’s usually because they are either law breakers or feel they are above the law. We live in an age of entitlement.

Don't pretend you don't violate people's rights and give other cops breaks. He got arrested but no cuffs he gets to make phone calls and they'll never know if he was drunk because they stalled for time and the trooper gave him water to dilute it. We aren't stupid this trooper only arrested him because of the camera and said so himself.
I quit drinking four years ago when I earned a dwi. I matured 10 years in one response from the state cop when I asked "why are you doing this to me?" He snapped his head in my direction and said "Nope! I didn't do a damn thing to you, you did this to yourself. I'm doing this for everyone else."

The cop is trying to be nice to a fellow law enforcement officer who he could be working with in the future if he keeps his job. He's not saying he would have let him go if there was no camera. It's called walking a fine line and it's easy to say what you would do. Look at everyone in 2021 who readily followed the crowd on believing Fauci. The same people would have followed the crowd with slavery in the 18th and 19th century.

Nice seeing a trooper that is fit, and looks good in their uniform. It's also very telling how much of a commonplace it was for cops to cut each other a break when there were no cameras. The trooper said, "how it used to be ".

Your perspective is so one sided and narrow. It is also very possible a technique to avoid any additional conflict or resistance. The trooper made it clear he had no discretion, the deputy chief ultimately resigned and was sent to jail for a year.

Coming from a Marine…in the Corps we hold each other pretty accountable. Really depends on the situation. Can’t say whether he would’ve given him a break if it weren’t being recorded. Maybe. Probably not though because what was he going to do? Let him get back in the vehicle and drive off? Get into an accident and kill someone? Then it’s on him and his karma and conscience.
Sure he probably WANTED to give him a a break and if the cameras weren’t on and he was less drunk maybe. But the cameras were on, and the guy was VISIBLY drunk. Can’t let that slide.
Well guess what? Some unintended consequences for civilians as well, and that is, those days of cutting you some slack, or not issuing citations, are OVER. It works both ways. Oh I know, you'll do the "Well, if you're not doing anything wrong, you don't have to worry". You'd be amazed the laws YOU DON'T KNOW, or are ignorant of, that you break every day, on the road. Then there is the "Officer, I was only going 5 over the limit", car stops. Little things that would get "overlooked" before, now you get a citation. Happy motoring!
@@agamerscoven The ways it’s been historically handled is to allow the drunk cop to call family to come pick them up and get the vehicle. One of many reasons why cameras have been added to the police uniform, and one of many reasons why the police fought those cameras as hard as they could. A significant amount of police view their badges as a right to break the law whenever they want. The saying “cops make the best criminals” didn’t come out of nowhere.
I’m glad the Marines you know hold each other accountable, but I’m not surprised. It’s a completely different mindset from law enforcement. I’ve known several Marines and have a few in the family. Some of them have a few loose screws, but they’re all stand up people with good morals. I’ve also known a few police officers, and I can’t always say the same for them. A somewhat recent study found that roughly 40% of police beat their wives. Many police officers pursued the job because they wanted power and control. It’s the exact opposite for Marines.
Do a search for “Andrew Hanke Bellevue”. Classic police officer who wanted to be a cop simply because it gave him power and good pay. I know, I used to work with him before he became an officer. None of us thought he’d actually get accepted anywhere, but he eventually did, and look what happened. Unfortunately he’s not a rare case.
He actually gave him huge professional courtesy. No cuffs, water, chit chat, no shaming, let someone pick up his car… and the biggest subtle courtesy he gave was the time sitting there letting him sober up a bit before getting to the station for a potential test there. If that was a citizen, car impounded, cuffed, straight to jail ASAP for intake breathalyzer.

Not true. My buddy wrecked drunk and cop told him to call a ride, I was passenger. Other time it was state trooper and he said go the f home. Depends on time of night. I don't go out with him anymore.

I had a brother that was killed by drunk driver in St Louis Missouri. My brother was only 11 years old crossing the street to go to a Boy Scout meeting with two other friends. My brother died instantly. So NO nobody should be allow breaks no matter who you are!!!!

I think I like how this Officer doesn't waste time. He does his job well. It just blows my mind that they still drink and drive knowing there is nothing anyone can do for them.

I think the cop was exemplary! He immediately said he’d be doing the test and explained he can’t give him a break. He mentioned the camera but I can imagine it’s a way to diffuse any arguing. He told him a number of times he’d be doing tests or he’d take him in. He did a fantastic job.
I can’t even imagine that cop was in the job before body cams were introduce, so the comment about “not being like t use to be” is a natural thing to say! Especially when the chief was asking for discretion.
The cop treated the officer with the utmost respect and care but still kept the law. He knew this could happen to anyone. He made it easy for the wounded officer. This was a man with domestic issues on a bender. Glad his life and the life of others were saved. I hope he heals.

I am SHOCKED at how many police officers think they should be “given a break” on a DWI. How many civilians get that opportunity? They’d probably laugh in our faces. I am not a police hater - I support the police 100%, but not them trying to break a law that causes so many fatalities. Drinking and driving and knowing the penalties, and the potential damage that can be caused…it’s inexcusable.

I understand the sentiment that everyone makes mistakes, that's 100% true, but how many of those mistakes put lives at risk? That's when a 'mistake' becomes a crime.
For those who noticed at 2:02 and may have been curious, when troopers/police make a traffic stop they surreptitiously press their bare thumb/fingerprint(s) onto the taillight of the car they've pulled over. It's both a functional and somewhat sad precaution - should the stop go south at any point, and for instance, the officer were to be killed, abducted or otherwise, that fingerprint they left can potentially serve as their last testimony (possibly from the grave), identifying that car as one they had contact with and thus the driver as a suspect.
I've often wondered what the reaction would be if, upon being pulled over in the future, as soon as the officer were to reach my window I were to immediately say "I'm going to wipe your fingerprint off my taillight as soon as I'm done here." I'd really sell it with either a devious smirk or a detached, emotionless demeanor as well. I don't recommend trying this if you want a smooth and expedient traffic stop, however.

@Brandon Fout English much? Most people are smart enough to know when to drive and when not to. If you have had 2 beers you are probably going to be fine to drive although it is much safer and smarter to not drink at all before driving. THIS IS COMMON SENSE.

NO courtesies should be afforded to anyone. Especially officers that take an oath to protect the public. The trooper should have been arrested himself for giving him leniency at all. If you can't do your job without giving him "courtesies" then you don't deserve the badge you're wearing. If I can get arrested without all the pomp and circumstance - than the cop can too.
@Pertinent Prick Okay. First of all, I don't EVER have any trouble with cops. Second, you are correct, there are cops that are courteous to suspects. All good.
However, I have a problem with the good cop/bad cops out there analogy. That's a whole conversation in and of itself. Because ALL COPS are inherently NOT the same. And NO - if one cop is a jackass that doesn't make others a jackass.
What I have a problem with is cops like this one KNOWING this guy was DUI and going over and above for him, considering he COULD have killed someone on the road. I'll give you an exception on an infraction like speeding or a stop sign - but DUI is INEXCUSABLE. That means ZERO tolerance.
Unless of course, YOU personally don't mind being hit by a driver under the influence that HAPPENS to be a cop. Sure, I'll buy THAT for a dollar.

It’s sad that the chief of police would do this thinking all the while that he would be given the professional courtesy that no one else would be allowed. If his way of thinking was (man, this is so wrong) it tells me that he’s more than likely condoning this same behavior from the officers under his command. Do I believe drinking is a disease hell no. Do I drink. Hell no. But I don’t think killing a family drunk and just driving drunk are the same. DUIs ruin people’s lives and sometimes that only makes things worse. They certainly don’t stop drinking. Every DUI arrested person I know still drank after their arrest and some even drove again. So clearly the laws don’t work.

As a recovering alcoholic, watching this made me feel even more strongly that cutting alcohol out of my life completely was the right thing to do. I hope this guy gets professional help and beats this disease.

If I was the one getting arrested I would be so glad how the arresting officer treated me. He waited for someone to come get your car. This guy was really cool about everything. It pains me to hear those words "It's not like it use to be." Every time I hear them. I just wonder how many police got away with some crazy stuff back in the day.
My dad was a cop in a corrupt police department in Oregon from 2000-2008. He was fired for something he didn’t do that was on camera proving his innocence, and the chief threw the footage in the trash without watching it and fired him.
In the time that he was an officer, he saw multiple cops crashing their patrol vehicles off duty while drunk, some specific officers SEVERAL times, and being picked up by other officers and taken home. Also was pretty sure a lot of the officers were involved in drug rings, as they would let known drug dealers go all the time.
In the end about 5 years after he was let go, the sheriff was caught giving himself huge raises and taking all the tax dollars that were coming into the department. They had to let go of the entire police force until there were only 3 officers left lmao. Super corrupt departments all over the place, these cameras are the only way we can keep cops accountable

For you and me, that's up to 20 years in prison. Nancy Pelosi has enriched herself with over $100,000,000 in the last few years trading stocks she had insider knowledge about because she was responsible for regulating them. I've had friends given a break by cops and allowed a ride home and someone to drive car. It goes both ways. This is exactly the way this should have been handled.

I've had friends and family killed by drunk drivers. I also know that the people who sign up to not only enforce the law but to help people in situations most other people would not want to ever be in, ever. My father did not drink but I don't know how he didn't. He would come home just beaten by 'life', warning us about DWI and telling us about the person that he just, as he described it, 'scraped off the road'. On other days there were stories I'd hear him tell my mom about pulling the lifeless body of a child from a lake and having to tell the family they were going home without their child - and on and on. Thinking back, he was probably the most depressed person I ever knew. I could go on here for an hour but suffice to say, why I hate the idea of someone driving drunk, there are some people who need help just because they have a job that is one no one else in their right mind would want to do. I watched this cop swerve almost into the oncoming lane several times, cars, maybe filled with families, coming in the opposite direction, yet I still 'feel' for both of these guys,

Not sure if you're being facetious or not, but there's a term for this. I couldn't remember it until the patrolman himself said it: "Professional courtesy." That's when cops treat other "public servants" (cops, judges, DA's, etc....) better than civilians. It's a common practice.
I often used to hear cops claim they don't get preferential treatment. Hopefully technology and dutiful citizens will bring that to fruition.

I have never had a DUI. When I was younger, I drank alcohol. But it wasn't difficult to plan when I drank. Either when I was at home or visited friends (and sleep over) or when I went camping and slept it off. In Australia, the legal blood alcohol limit for a non professional driver is 0.08. For a professional driver (bus, truck or taxi) the legal blood alcohol limit is ZERO. I was a truck driver for 20 years. I handed my heavy vehicle license in after my heart attack, just holding a car license now.
There is never any excuse for driving drunk.

in the 1970's, the local PD would pull over my uncle drunk, either have him park it and walk home or if they officers were doubled up, one of them would drive his car back home for him. My uncle was just a blue collar drunk in those days.

Yep we all have Demons...some bigger than others. But Constitutional Sworn Officers have a higher bar to hold themselves to. In my opinion, if your a Cop, a Judge, or any person in possitions of authority or judgement of others....you need to be at the very minimum held to SAME standard. I know ALLOT of Cops and Soldiers...most are not virgins to Drinking like fish..but they all have it so imbedded into their heads to not be out in a possition like driving after partying that it never happens to them(knock on wood..as id be the first to post bail for them). it's not guaranteed he will lose his job, I would never fire someone for getting a DUI but I would tell them to get some help and show me they're serious about not doing this again.

I believe this type of recording is better than the real movies. Can help Americans stop drinking alcohol or selling drugs. Arkansas state policemens did wonderful jobs for all different types of recordings. When a person drinks too much alcohol, it could cause a very bad accident, either injury or kill somebody else or themselves. He should be thankful he is still alive, I hear he said he had an accident yesterday.

I think that requesting leeway if you're a cop should be the same as offering a bribe. The main purpose of bribe is trying to corrupt the officer to give you special treatment, a request from a cop to a another cop serves the same function. So these cops who do that, should get an additional charge.
