Pelo contexto consigo entender as duas frases mas não sei interpretar em english sem dicionário. Sem dar uma olhada na internet, acredito que "atingir a maioridade" é atingir a idade legal de dirigir no Brasil e eu diria que "atingir a maturidade digital" neste contexto é atingir um número de anos específico em que uma empresa tem existida no mundo digital ou seja na Internet.
Tomara que eu tô certo. Eu ficaria mais confiante na minha resposta se pudesse utilizar um dicionário 😊.

In the physical sense, *atingir* has a meaning equivalent to *hit, strike.*
For example,
"I lifted the chair over my head and *hit* the ceiling."
"Levantei a cadeira sobre minha cabeça e *atingi* o teto."
In the example you gave, to *reach out* would be translated into *estender a mão* - "Ela *estendeu a mão* para tocar o teto."
