There are two ways: 1) Get a die grinder and just cut it off, or 2) Remove the bumper, disassemble the fog lights and plastic, and reinstall the bumper. That plastic shares several bolts, nuts, and clips with the frame and fog lights, unfortunately.
I own a 2011 silverado and every time I have to replace something it's ALWAYS more expensive and I'll personally never own another so many little things are a complete hassle I've grown to hate mine might try a Ford next time
