Looking and listening to this wished Hennipen County would of went with Voice in addition to Tone so that residents who are blind can hear what message is being sent out either a Test or Warning but there are only a few places in Minnesota that use Voice the rest use Tone only why is that

In order for that to happen, Minneapolis would have to replace their entire system with 4004s and 2900s. Vortexes aren't voice capable
