It's also softer than other metals so it can deform upon entry to deal additional damage. This is the concept behind Hollow-Point (HP) rounds. Standard Full-Metal-Jacket rounds are made with a core of lead and a sheath of copper to allow for higher muzzle velocities without damaging the barrel or depositing residual metal in the barrel since copper is tougher than lead but still softer than the steel that the barrel is made from.
It's not and likely won't ever be illegal to use lead bullets because other alternatives are so specialised, expensive or impractical.
