New California traffic laws coming in 2024

  • In October 2023, Governor Gavin Newsom signed 890 bills into law with the vast majority set to go into effect on January 1.
    A handful of them impact drivers throughout California as well as San Diego County residents.

      Well, they now have 2-6 months longer before they can pull them over. I don't agree with this as it takes a tool away from LE that is effective and typically does not violate any rights. Also, if I get pulled over, I am enough of an adult to admit what I know what I was doing wrong. Or adult enough to admit I don't know. That's the thing, starting off a traffic stop with that question is not intimidating or violating your rights, it's sort of just the business transaction part of being in a civilized society! I mean, what's next? California's lawmakers are busy writing children's nursery rhyme laws so that lawless scumbags can take over and terrorize more of our cities and neighborhoods.

      Denver did speed cameras at all the lights. Then they voted them out. Cause of coarse when politicians need more money, they up the fees and lower the qualifications to be slapped with a fine.

      I moved to the unincorporated suburbs years ago, and if that garbage starts where I live, the free state of Wyoming will be getting another resident.

    Of course CA adopts speed cameras. Sadly, too many don’t recognize the dangers of giving up their freedoms a little at a time. This is not about safety, it’s money and control.

      That's true, and we're at a tipping point; people will get informed about these issues thru the news, but the news is depressing and it under-informs, so people don't watch it and besides, politicians know that the sheer complexity of modern life means people aren't on top of the issues. By the time voting comes around, people just remember 'republican bad, democrat good' and they vote for the most familiar names they see. Making voting super easy and convenient is a ploy to get votes from even the most lazy people. These are the under-informed people who make obedient democrats, so they can raise taxes, let crime and illegal immigration grow, and ignore basic needs.
      I've never seen such chaos on the roads- CA should be talking about minting better trained drivers.

    I’m 90 and realize my driving skills have diminished over the years so this is my last year of being behind the wheel. I stay off the freeway as much as possible, stay in the right lane except to pass, don’t play the radio and concentrate on the business at hand. In my lifetime I’ve driven everything from tricycles to 18 tires on the road. The idiots have always been there, it’s not a new phenomenon, just more of them.
    Indecently, the only ticket I’ve had was in a speed trap for going 1 mph over the limit in Ione, California, 1993.

    The state of CA is more focused on traffic violations than shoplifting to the point of major stores moving out of SF. And cracking down on rapists and murderers. Aggravated assaults are looked over for traffic violations.

      Generally that's true, but there's exceptions to every rule. I've been pulled over a few times for rolling stops. Both times the officer asked if I knew why I was pulled over and I said, "I'm guessing because that wasn't quite a full stop." Their demeanor changed a bit and both let me off with a warning. Keep in mind cops get lied to all day, sometimes being nice and honest with them goes a long way.

      This new law is in reality nonexistent. If the officer wants to claim for safety reasons, then they do not have to, there also is no enforcement/penalty if the officer fails to adhere to it.

    The speed cams are just a tactic for getting people used to them under the guise of increasing safety. When in reality, the bulk of the system’s functionality is for recording the date/time it scans your license plate, physical vehicle identification, location, and direction of travel. All data collected by the systems will be stored in one database and will have an api pulling and aggregating that data for use in every way you can imagine.
    Insurance companies (and California…legislation to make this law has already passed in the UK as well) are already prepping to roll out “live/real-time” premium adjustments based on a real time driving score that is transmitted back to the company and DMV or DMV equivalent. If you don’t meet the minimum requirements, or are late on a payment, they disable your vehicle. Insurance is required if you finance a vehicle, so guess who else will have an interest in this technology and data? Banks.
    The honeypot for consumers/citizens is being able to have low insurance rates, and on the surface, it seems sensible. Just like having cameras everywhere to catch criminals seemed sensible at first. And having the “internet of things” IoT, all attached to the shiny new perfect data collecting hub device we all joyfully stand in line and pay up to $1200+ for.
    All of these entities have a stake in collecting and using data from each individual, for various applications. Bottom line, none of their applications actually benefit us, they keep us.

Being civil in nature means that they do not follow 4th and other Amendment protections. How do they skirt around those protections? By agreement. They deceive and coerce the people in to agreement and to waive their rights. This is executing fraud. The courts operate and are regulated by commercial law. (UCC) Under the UCC there is remedy and we have tickets thrown out with a simple notice to the court. 👍

    For the past 20 years + police academies taught recruits to introduce yourself, to announce the department you work for AND to explain the reason for the stop. Officers who ask if you know why they stopped you are doing it on their own accord and the practice is highly discouraged in all modern training.

    I left the state in 2014, but out of curiosity I always see which laws are being added every year. California uses January 1 every year to erode your freedoms. The red state I moved to just decreased my property taxes by over $400 because we have a surplus state budget so I pay just over $1400 a year on my $578,000 county estimated house value and my vehicle registration is $74.95 a year because I have personalized plates and get an annual state parks pass with my registration, and no smog test, yet we have clean air. Oh yeah we have a 6% sales tax and a 5.8% flat state income tax rate. It was 6.0% but again because we have a budget surplus they reduced it. I can open or conceal carry a pistol or rifle without a permit because my state trusts me, there is no gang graffiti, or street gangs, crime is very low and speed cameras are illegal. Why because we elect conservative law makers, prosecute criminals and don't throw money at every third world bum, non-profit for profit, or grifter and smoking pot is illegal. Our roads are also very nice and if your car breaks down you have a 100% chance of people stopping to help you push your car off the road or offer help. I am heading out for a few hours and I am not locking my door and neither are most of my neighbors and we all know each other. Thank you California for helping me move to a better life. If you chose to move to a nicer state please leave your politics in the state you left and adopt local customs and beliefs because that is why the area is nice.

    Elderly drivers rarely cause fatalities, that's usually young and inebriated drivers, and elderly people are more at risk in the rear seat of a vehicle than the front seat due to safety systems. Pull over laws are great. Speed cameras are communist. Use the cameras to direct enforcement, but not to actually _do_ the enforcement, that's insane.

Now sd especially downtown is god awful dirty and full of homelessness. Yucaipa is leagues nicer than highland less crime less homelessness the streets are constantly being changed and resurfaced so it’s nice on the cars. Go to highland drive to Victoria and baseline and try to tell me that a democrat city is nicer you would be insane.

    Traffic Cams are provided by a Photo Enforced Camera company who lobbied themselves into service. The police are not allowed to set quotas for tickets. These Photo Enforced Companies must have quotas to stay in business. They provide a revenue stream into the police. This revenue stream can be skimmed from. Technically people don’t have to pay. They never signed a ticket promising to appear. They are not tickets, they are invoices from some Photo Enforced Company. These companies don’t even have to be American companies. Just where is the revenue going?

    In Australia and particularly in NSW speed cameras and mobile speed cameras are only about revenue raising. You are considered speeding now if you are going 1KPH or .62MPH over the limit. My 90 year old mother got fined for doing 52 KPH in a 50KPH zone. 3KPH and under only gets 1 demerit point but no way is doing 2 KPH or 1.24MPH over the limit speeding. You can bet this is what is coming to CA.

    Those speed cameras will be about as successful as the red light cameras were. A WHOLE LOT of failures to appear, and of those that did, most disputed that it wasn’t even them driving. It also ended up costing more to install and maintain the cameras than they made back in fines. EPIC FAIL. This will be just more of the same.

      Red light cameras are the WORST. They motivate towns to tamper with yellow light timing, so that people are more likely to get caught. That makes the intersection less safe, by removing the buffer for human reaction time and vehicle slow down. Towns should be required by law to program yellow light timing according to a kinematic formula that realistically accounts for reasonable reaction and slow down time. And mark the point in the road leading up to the intersection, to help you avoid being in a dilemma on speed-up or slow-down.

      If fines solved speeding, nobody would speed. This is just a money grab by the government. Instead of catching a single fish at a time with proactive enforcement, they're gonna cast a wide net and collect. Let's see how long it takes for the crashes to start rolling in because people slam on their brakes when they see one of these.       The test is not so much about skill/knowledge as it is about ability. You age, your reflexes degrade, your senses degrade, the speed at which you think/assess/make decisions degrades. Sight, sound, situational awareness, reaction time. All these things get worse the older you get. Depending on testing standards you might be fine, good for you. But I live in an area where plenty of your contemporaries and older should’ve had their licenses revoked a long time ago.

    No cop can ask or demand information as to anything in a traffic stop. When dealing with traffic matters, say nothing to a cop about anything.

    Rules for speeding should apply for officers as well. They should pay out of their pension, not the state paying for their mistakes.

    Also, officers can no longer ask to see your drivers license. They must say "Mother may I see your Drivers license?" or they will be placed on paid administrative leave. Welcome to CA.

    Hate to say it, but a senior line would be a far better idea
    In fact, all gov offices and banks should be obliged to have fast lanes for seniors like most civilized nations

      I don't know. I think if you're unable to stand in line and deal with a regular visit at the dmv, you shouldn't be driving.

    My grandpa voluntarily gave his license up at 84. They should have to take a road test every year after 70.

    I believe they should issue tickets for speeding both from a camera catching you or an officer actually pulling you over; there is way too many ruthless drivers speeding on our streets. The only exception should be me since I never speed. 🤣😂

      the only ones getting tickets are those that go over 2 mph... others will just cover their license plates or steal someones license plate and go faster. You better remember your license plate number
