Read about interactions like this, the cashier would count them one by one, and then get distracted and start over.

Few people know that there is a law (even in the USA) about spending coins in a single transaction... but most vendors either don't know about it or are nice enough to accept any legal tender bc it is all someone might have.
      >>Title 31 of the U.S. Code, which states that minor coins (pennies and nickels) are legal tender at their nominal value for *any amount not to exceed 25 cents* in any one payment.
I even heard a story about a guy trying to make a mortgage payment in coins and the cashier refused, so he had the same teller deposit the coins to his bank account and then paid the balance from his account (she still had to count the coins because a deposit doesn't fall under the same rules as a purchase/transaction)

As a former cashier in a very poor area people paying in coins/rolled coin was really common. In fact I'd get costumers who would hand me tens of dollars in rolled coins with their phone number and address on it so when we counted it if it was wrong we could call them and tell them so they could come back and "make it right" as they'd say. Since everyone knew everyone i was only ever one person away from knowing their whole family pretty much so it's not like they could get away with it, and the store always needed change so it was a win win. There was this one time though that a guy payed $10 in unrolled coins which wouldn't have been terrible if there wasn't people behind him, but he was nice (and embarrassed) so i called up another cashier, and started counting. However if a rude or smarmy person tried well I'd count slow , and happen to just notice "hey this one has my dad's birth year on it ,and oh look that's the year my sister was born" As the people in line just get more mad at the person.

The manager then proceeds to scoop it all into a bag, reach under the counter, pull out the auto change counter and some coin sleeves, and point to the table behind the customer. It was a complete energy 180. Everyone's dread turned to smiles, and his smile turned to dread. My power move in these situations is to say "sorry but you can't leave with the product until I'm done counting the money" then I count it in bulk, no separations, if another customer comes I'll handle them first so it doesn't take too long. But often I forget where I was at (short term memory and all) and then restart it.
Until I have proof that it's all there, they can't take the product. Did this 3 times and each time had a manager back me on it
