When I was in middle school me and some guys deleted the App Store off of one of friends phones. This was around 10ish years ago so there was some steps involved into getting it deleted and it was annoying to get back after you deleted it

They should've just went to Settings > Screen Time > Content & Privacy Restrictions then turn off Content & Privacy Restrictions.

Go to Settings > General > Restrictions then either disable Restrictions or enable Installing Apps.
