17:49 - Making Ariel brown was the minor issue. Changing race of already established character is just wrong, like black Aragorn, Éowyn or Asian Gandalf. But in a case of Ariel it kinda makes sense considering the underwater environment is so exotic, so someone "Caribbean" is fitting. But making the Ariel the hero of the movie and making the prince useless basically threw the entire message of the animated movie out of the window.

Around 13:00 - I think the joke here being made is more that Randy is flooding the town with a bunch of "blue collar workers" who will do the same job and inevitably run the prices down for handymen due to an oversaturated market, rather than for the people in the community to just have learned these skills. I viewed it mostly as something akin to this and being more of a joke that when they just learned how much of a problem not having these skills was, they'd rather import people from other "universes" to fill these needs/shortages much like we do in existing nations today. I think though this point is largely toned down due to the fact South Park is literally a small, rural town. Since if this was like, a city then the point would've been made crystal clear. In rural areas, people aren't really out of their depth when it comes to handiwork. We might not be all skilled mechanics, but most of us know how to change a flat tire, change our oil, fix basic plumbing issues, minor electrical work because it's just something you learn because having somebody else do it isn't exactly always feasible. So the idea for rural areas isn't really to "just get more people to do it", whereas in a city most people view that kind of work as beneath them so they generally are having immigrants of undisclosed legality doing the things like trash cleanup, road repair, electricians, etc. Granted, it isn't like rural towns in America are immune to this same issue either. A lot of factory jobs in the Midwest, or things pertaining to agriculture like working in chicken coops tend to favor hiring workers where proving residency is a bit tricky to say the least. A large reason for this is because if the workforce gets too rowdy and starts demanding humane working conditions or better pay, they can just have the authorities conveniently tipped off and now choosing to intervene. The craftier ones like Sparboe now put a couple houses adjacent to the coop which realistically house a lot more than one family. This allows them to effectively hold their residence as a means of controlling their behavior as well as serving as a carrot on a stick with the implication they'll get a work visa if they're a good enough worker, as for both sides of the equation, the possibility of family also coming over and doing the same thing as an easy "in". However where this comes to be a problem is it creates a racial divide/animus of the locals towards people they now feel have come here to steal jobs they otherwise would have worked. When in reality it's the companies for both virtue purposes, as well as monetary are heavily incentivized to hire workers that more or less do not know, or in most cases, do not legally have any rights. For some reason people think it's only ditch diggers and apple pickers, trashmen and shit. No, it's pretty prevalent in any job that more or less doesn't require a college education for employment.
