Before McCarthy was voted in, several members on the republican side were holding up the vote because they knew McCarthy is a rhino who would squander the republicans soft majority if voted in. McCarthy struck a deal with those members in order for them to stop delaying the vote. Part of that agreement was that they would move to vacate if he broke the agreement, which he has done several times.
