Ayanokoji, the goat, identifies everyone's weak points and then uses them to his advantage. In order to pull the strings behind the scenes, Ayanokoji probably made his grades look like they were all average so no one could expect that from him. At least that's what I think.

My Rankings of the classes:
(SPOILERS!)
The letters next to the class represents the CP placement in COTE at the time. But it’s not based on it abilities. Which is why at the start of Year 1, Ryuun’s Class is stronger than Ichinose’s Class even though their CP placement disagrees. (My opinion)
Year 1: (start)
A: Arisu’s Class
C: Ryuun’s Class
B: Ichinose’s Class
D: Horkita’s Class
(At the very start of COTE, before Horikita’s class is able to grow, they are ranked bottom. In fact, if not for Ayanokoji, Class D would stay there.)
Year 1: (end)
A: Arisu’s Class
C: Horkita’s Class
B: Ichinose’s Class
D: Ryuun’s Class
(Horikita’s class growth has propelled it above B and D class. Even before the result of the rankings, Ichinose’s class B’s abilities are superior to Ryuun’s Class C but inferior to Horkita’s Class with Ayanokoji.)
Year 2: (end)
A: Horkita’s Class
B: Arisu’s Class
C: Ryuun’s Class
B : Ichinose’s Class
(In terms of CP, Horkita’s class will definitely soon surpass class A. When that happens, Ayanokoji would most likely move to Ichinose’s Class D. Which would drastically increase her class’s strength.) (I think Ayanokoji will singe handedly destroys the finals in Year 2 and then choose CP (like how Koenji got 300 CP for first place) which would boost Horkita’s class B to class A. And then Ayanokoji will retrieve the points Nagumo promised (when he loses to Kiyo) and transfers to Ichinose’s Class D to idk “finally be buried”. Ayanokoji wants to lose so he built the strongest class and jumped to the weakest class.
Year 3: (this hasn’t happened yet)
Ayanokoji’s D Class
Horkita’s A Class
Arisu’s B Class
Ryuun’s C Class
Ayanokoji would probably take over Ichinose’s Class and just because he exist there and intends to win. He is ranked 1 in my rankings. There’s a very little chance Kiyo is losing to all the rest of the class’s combined. I thought of ranking Arisu’s Class higher than Horkita’s but I thought Koenji would make them stronger than Arisu’s Class.
