you said there should be 48 cards, but you only deal out 18 a piece. where are the other 12 cards?

Thanks for the question! The remaining 12 cards are set aside for the round. Once the round is over, shuffle all 48 cards together again, deal 18 to each person, and set the remaining 12 aside. :)
