That’s what a committee headed by K. VijayRaghavan, former principal scientific advisor to the government, has recommended. So what is wrong with DRDO and what changes has the committee recommended?     And how will they compete with MNC's offering atomic bomb like salaries in getting that top layer cream from IIT's, IISc?
    A passout from this top layer will always chose Dassault, LM, Honeywell, Boeing, Airbus etc for defence in most cases and not HAL, DRDO labs or any Indian pvt startups in defence.
    Even our foreign maal lover armed forces didn't know about Tonbo imaging or a specific defence shoe manufacturer from Rajasthan, they only got to know during bilateral exercise with US armed forces.
    What's more shameful is that Worldwide known MKU has it's home base in India, yet they were importing vests some years ago.

    When govt spend just 0.6% of GDP in R&D, u can't expect projects will be completed in time in most of the cases...china israel us japan are spending min 2-3 % of GDP in R&D, that's why they are getting benefits

      DRDO failed to strike balance between indigenization and R&D. It became a showpiece by wasting crores of people's hard-earned money. There is no actual R&D except engineering. Engineering technologies that are obsolete. You may offend. But I'm an Insider.

      A valid point. That said, percentage of GDP may not tell you the whole picture - I'm pretty sure a larger percentage of our GDP is stolen by corrupt babus and politicians than in the countries you mentioned, so our discretionary spending envelope is a lot smaller.
      Still, unlike those countries, we probably spend a lot more money buying equipment for present needs, that could have been used for R&D to produce what we might need in future.

    DRDO should focus on pure technologies. Manufacturising should be left to factories, private and govt.

      Same thing is going on now also, DRDO doesn't manufacture, for that PSUs are already there...Reason mainly are ever changing specs and PSQR by armed forces that causes the delay, 2nd is only 0.6% of GDP gives by govt in R&D where us china Japan are spending min 2-3% of GDP in research

      DRDO doesn't manufacture. It is being done by PSU. But I think it should be given to private companies and PSU should be dismantled.

      ​@@mexicanmomowhy? Why can't private sector compete with DPSUs? Why does the competition need to be "dismantled"? So many MSMEs are already doing their fair share of R&D and manufacturing both. Why can't big corporates compete?

    Nitin, the major problem with DRDO was/is that they do RD for projects and not for technology. Hence the funds for projects are mostly diverted for infrastructure, personnel etc., there is minimum R&D on technology... they shop for it. Inflow of funds dependeds on projects rather than for technology… Hence DRDO never ever had a head start for required technologies. For example, if we had a lab for R&D of metallurgy, India could have build guns, ships and aircrafts long back.
    Tailpiece: please look into this very very important aspect.

      @@nitin6616 true Nitin… est in 1967 or so an d In 1978, Lab developed armour to protect kinetic energy ammunition (KEA) for the main battle tank under development at CVRDE. In 1979, DMRL started to develop composite armour similar in performance to the Chobham armour of UK. By mid-1980, encouraging results were obtained during the laboratory-scale firing of the composite armour, named Kanchan developed by DMRL. Another notable achievement in the field of armour was the development of ‘Jackal Armour Steel' for body armour and vehicles.
      They were not into RD of metallurgy but on products. and not on technology. I am not assuming because I have worked closely with some of these labs

    The Indian Armed Forces, in my opinion, should likewise approach their requirements pragmatically. In the defense sector, we frequently discuss self-reliance, but I don't think that's a national concern. While DRDO performed well with radars and missiles, it struggled with aero engines. In the case of Arjun, we designed a tank without considering the physical infrastructure. Some military personnel claim that our train infrastructure and bridges are incapable of supporting loads more than 60 tons. While the CAG report stated that Arjun defeated T-90 despite biased test standard created by Indian Army to make T-90 the winner. We need to fix all the stakeholders in the defence ecosystem.

    Sir, I hope they give the DRDO Director a seat on the DTC & the body below it. If private sector, that's often keen on license producing foreign equipment, is given a seat on a body that decides what projects DRDO undertakes its a clear conflict of interest. Need adequate representation of DRDO there.
    As with with staying out of productionisation, you can't cut off R&D from actual industry. Industry experience and feedback during productionisation is key to success of the product. A reason why so many successful MSMEs have emerged as suppliers and manufacturers of DRDO products.

      Without R&D support nothing can be produced fruitfully so isolating R and D totally will not materialse so will be back to square one

    Interesting that there is no mention of performance linked incentives/ promotions as well as periodic culling of the 'deadwood'. The lack of either is the breeding ground for fatcat bureaucracy, the bane of Indian PSUs in general.

    Interesting! during the entire episode I was looking for one critical things from Committee review and that is …. boosting the overall defence R&D funds significantly …. but sadly the key point was missing, how you can improve r&d and get result without putting enough money 🙄

    Hello Nitin, good report.
    My question being, are there any recommendations to narrow the focus and priority of DRDO projects? Because as far as i know DRDO has a very broad spectrum of projects from less useful life sciences to cutting edge missiles. This seems to distribute valuable resources which could be efficiently focused on important things.
    Also the mandate of DRDO seems confusing. I mean what do we expect them to undertake?
    Purely futuristic and deniable technologies or reinvent simple existing off the shelf technologies. For example i don't think drdo should be involved in small arms.. Let's leave it to the private industry.

    This is nothing but Decapitation and divide and rule of DRDO. Effectively places DRDO under the Defense forces and Private players. One would hope DRDO would have been given the same importance as ISRO and get direct access to PMO and better budgets. Instead this is a slow poison.

    You pointed out correctly that if the specifications are changed during the projects then drdo cannot be blamed. This should not be allowed. This is not done with foreign procurement. Once you give a spec and an order, you must be forced to stick to it. The entire design will change with spec change and then blame cannot be given for delays.

    DRDO is not a perfect organisation, I don't know about other stakeholders here.
    Original Technology Development has its own risks and Government agencies should take such risks, if you want all projects to finish in exact time with exact funding probably outcome would be mediocre. High Technology Systems evolve, it is not a single step process, you need to adapt Spiral Development Process. Projects will have setbacks in spite of best efforts. DRDO projects aren't like road or building construction projects. User reps have to form part of Design Team.
    We should try to do what Best can be done rather than chasing impossible and rigid QRs.
    Quality of manpower matters the most. DRDO ignored this aspect.

    It is nothing to do with manufacturing but development takes time to meet the defence requirements upfront which most the project leaders dont know they may think a technogy developed will work unfortunately does not happen so in a nutshell changing structure and order does nothing to help the grassroot level is understanding the needs of user plus user environments plus performance and mapping the design to match these then success is guaranteed

    To compete with private companies in campus recruitment it is important to look into Packages offered, promotion policy, incentives, freedom to manpower and valuing their interests withiut bias and nepotism and Reservations in recruitment and promotion policy. These factors also may need to be addressed in right spirits.

    Private companies like L&T, Tata , Adani, Ambani, Birla should be encountered to enter R&D in defense sector. Good talents dont join gov companies.

      Gujju business houses don't want to riak investment in defense projects due to their small minded thinking. none of the big business houses have made much investments like Birla, Kotak, only small plant by Reliance.
      Tata grouo, Adani are the ones.
      Business houses should step up and take charge like Boeing And Lockheed did in 1940s and 1950s in US. Govt wants to transfer tech and guarantees peojecrs but gujjus are not sophisticated to handle it and want to run those like atta and chawal business.

      As if we won multiple wars without our psu supplying to our army. Only top army personnel knows what is behind giving multiple projects to these private companies. Army still prefers to buy equipment from abroad or equipment manufactured by psu.

      Dear, when AMCA program is awaiting sanction by government then how come first flight be in 2024. There is no fund for the program. Once fund becomes available it may take 5-7 years for first flight.

      AMCA approval will come when Govt of India selects a forrign Engine maker for 110-120kn class engine. Then funds should be released by MoD not just how it did with Tejas Mk2. Funds were released 15 months after CCS approval. No one blames babus in MoD but DRDO only. DRDO is a punching bag for media and CAG and will remain so.

    It should be Improved in DRDO
    That is main Focus on r&d by Scientists,give them facility as task.
    This should be impact on Development a necessary way .Quick Delivery process should be engaged,
    Private farm should not try to Enter our Technology and Development what we are gain by six decades.
    If they interested for that independently do it and by support of R&d Department.
    If private is enter, the value of Defence system dimishes.
    They never thought, work for country. This might be business.

    ISRO chairman Dr. somnath on camera has told that NIT IIT people don't get into our recruitment after going through salary structure, everybody there want to go to US or europe.. it's not the manpower i guess the problem is..maybe government should also look into what DRDO HR or other technical coordination they want..
    Also nitin sir that wolf analogy was totally wrong & in bad taste.. our own private sector is pinnacle of delivery quality outcomes.. you should avoid this kind of language..
    Eg: if SSS can deliver you AK alternative than their is no need to setup AK203 factory.. instead drdo should work with SSS r&d to develop new 6.8×51mm rifle & carbines..

    Cozy arrangement? Hyderabad and Bengaluru are home to niche labs where Radars and Fighter jets etc are produced. To complain MSMEs present there getting orders is like return to License Raj. Like US complaining all the orders go to Silicon valley companies.

    I really like the idea of DRDO holding campus recruitment camps instead of picking the leftovers. I hope, DRDO engages both financially and through expert guidance more with IITs and NITs in research of bleeding edge technology.

    Prima face all these recommendations are not going to help to come out with futuristic tech from Drdo encompassing internal problems like nepotism, internal politics, presence of hostile trade unions /federations with an antinational and regressive out look. What required is equal participation and involvement of competent competent private sector .These industries should have equal authority as well as accountability in the projects involved. This will also facilitate effective and complete utilization of drdo funds now under utilizied.Powerful nations have a very robust and capable private sector doing R&D cum production of world class defence equipments. Competency and capability of the existing manpower /scientific community in the organization moulded and groomed thru nepotism and favoritism cannot deliver just by having DTC, Executive committees.....

    Key point is DRDO should start a project only when Armed forces gives the green light. So no more challenging the Imports rebadged as Make in India by designing indigenous projects. No more ATAGS to challenge Athos, Arjun to challenge T90, NUH to challenge eurocopter, LUH to challenge Kamov 226 etc

      Indian Armed Forces itself is problematic. As Manohar Parrikar previously said, the technologies demanded were “absurd, unrealistic” and simply non-existent. Also they keep on changing their specification.

    Why should private companies get technologies developed by DRDO with public money to profiteer from particularly when we have more than 8 DPSUs and 42 OFBs who have also been converted to DPSUs?
    Is it the job of the military and DPSUs to run shady private companies who have come up with this nonsensical report?
    Private companies only need to be entertained where they have a cutting edge technology developed through their own R&D and not DRDO. Otherwise this is another case of crony capitalism where the ultimate sufferers will be the military a part of whose budget will go to profiteer private companies leaving little for other things and the nation as they will have a military more beholden to running private companies than defending the nation.
    This has already happened with Pakistan military which is more into running commercial establishments than defending the nation.

    NSA pm they say in english but defence minister they say in hindi "raksha mantri" whats this odd sounding nomenclature colonial era custom being followed in the defence establishment mostly by thr drdo and defence journalists, need to modernise you way of delivery and speech mr simply nitin, be simple not bland and monotonous, or uttractive, hope we break the trend we hope to see it in you as your viewers.

    Whats this RM to DA raksha mantri in hindi and defence adviser in english either say both in hindi or in english you mix to languages you make fun, of your way of reporting this is not for only you but I have been observing these custom for decades in defence journalists maybe to flatter the defence minister to be more desi but in a pardesi style what mock of your own identity and integrity

    BJPee needs to invest more in primary education and skilling and R&D and strenfgthen ENFORCEMENT of indian patent laws...right now Ambani can easily steal smebody'e idea an dget away with it..US has striong patent enforcement..unless you fix all these not a single university of India will feature in top 100 anytime soon ..so much for "vishwaguru"
