From what I can extrapolate, there are multiple layers of inside jokes and cultural context happening here. Nigeria is, apparently, a very ethnically diverse country. And just as in our country, groups will make fun of other groups, regardless of their station or position. So from what I can figure here, is that one particular ethnic group dominates the police force, the other ethnic groups are making fun of that group, and apparently that group also eats a certain type of food. A lot.
