There have been many conflicts in the history of the world where many countries did dispicable things and formed many grudges. We shouldn't need to pay for that. Many people of the current age have done nothing wrong to these countries, heck alot of them are trying to help them through charities and such. So the least they can do is not rob them and try to get their countries politics in order.

Just for the record, Noraly (Itchy Boots) did not report the Constables. One of her viewers from Australia did, without her permission. I know this because I am subscribed to her channel. Down in the comments for the video, the Australian person stated their offense and said they had forwarded the video to the Nigerian embassy in Australia. Other subscribers were not happy about that because Noraly was not finished riding through Nigeria yet. They really upbraided the person for potentially endangering Noraly for the rest of her time in Nigeria. So, it wasn't Noraly that reported the bribery attempt, it was someone else.

I’m guessing that locals without “the cloud” of a CZcams audience probably also don’t get the same justice and normally I would suspect they pay parts of their bribes up to their chief.

I had watched the attempted extortion as it was viewed by hundreds of thousands of other viewers across the world. It was a shameful attempt on the part of the officers. A few years past, I had personally experienced a similar situation in South Africa, numerous times by different officers. And at that time, I tried to understand the reasons behind the corruption of so many law enforcement officers. And two of the many reasons, stand clearly on top. 1. - Relatively uneducated people are appointed in the police force, primarily as a result of nepotism, and not based on merit. 2. - These officers are not paid a salary that would provide for the basic needs of a family, tempting them to resort to corrupt practices, aided by their law enforcement powers.
African governments are not doing enough to remove barriers that promote corruption, perhaps because the leaders are corrupt as well ?

This is based on peoples lack of needs, look at "Maslow's hierarchy of needs". These officers have still not climbed ladder 2. And they are supposed too ensure ladder 2 for other people? The reason why these countries will never raise up from such issues, is that the few educated civilians are moving/escaping abroad, and has been for the last 50-60 years.

I've been to Lagos during my days as a sailor. It must have been around 8 years ago. Nigeria was the worst place I've been to with a commercial ship. Our ship was boarded by thiefs, while we stayed at anchor. So called security patrols did not bother to pursuit as the thiefs jumped overboard and ran away with their small (pretty slow) boat.
The amount and degree of corruption was insane. Customs, port health, all kinds of authorities were demanding money as a bribery. We were alongside at a governmental oil terminal which was brand new. The previous terminal burnt down completely due to a catastrophic incident, in which several people lost their lives. During the cargo operations we had to discover that safety precautions were basically nonexistent and the people in charge did not learn from previous mishabs.
The area was classified as a high risk area and therefore all crew members received financial compensation. Nevertheless none of us ever wanted to return to this place.
The youtube clip by this dutch tourist was some kind of click bait and I'm 100% sure that the majority of police officers and other authorities act in similar ways and even worse than seen on this video. I fully agree with the people who say the two officers only got sacked because this case has been brought to the public.
