From what I know and understand, while Saibot is physically stronger, the speed gap between the two is so high that it’s unlikely Reaper would ever take a meaningful hit. Meanwhile, the AP gap is small enough where Reyes could realistically put Saibot down before Reaper tires himself out and leaves himself open to a potentially lethal counterattack.
