I have heard this same story from Olumide Emmanul myself in a seminar some time ago in Ikeja
The doctors and police should come together and discuss ways and methods to quickly get information regarding the admission of suspected criminals to the police within 2 hours. All hospitals may have to be installed with dedicated phone lines that only go to the designated police stations and not any other place. The police have to be present in the hospital within two hours after receiving the call. Should the police be late for any reason, the hospital must develop a means of delaying the patient until the arrival of the police. This delay tactic should be coded and only understood by the hospital staff and police.
