Thanks for answering my question regarding negotiations, I'm approaching my 1-year mark and my feedback has been very good from my manager. Going to be honest and ask.
It never hurts to ask, and if it does then find a new manager. When I've ran into this as a manager, I try to gather as much data as I can and then present a case for HR. Haven't yet had a time where I didn't want to work for my employees to help them on a raise.

Yes! It depends on the company though, normally if they already had a presence in that area it's a little easier because they already know how to work within those jurisdictions.
