Maybe it shouldn't matter whether a war is some form of civil war or crosses national borders, but for much of the world, certainly most governments, it does. Aggression across borders is seen as threat much more than wars that happen within national borders. There's always a sentiment for staying out of other nations' internal affairs.

First Burmese dictator Ne Win adopted socialism from 1962-1988 and Myanmar's economy has been downhill since. But it wasn't a full blown communist state.
