Check first whether the sim card is active or not .Also check whether the sim has been activated by the carrier ( network operator ) or not
Also check whether the sim network has been configured properly and turn on roaming
Once these two things have been done , try the following methods
1. Restart Your Android or Samsung Device
Restarting the device will clear the random access memory, and reset any processes that may be interfering with optimal device performance. Simply hold down the power button for a few seconds and it will manually shut down. Once the phone is off, push the power button to turn it on again. Check to see if this resolved the issue once it boots up.

2. Toggle Airplane Mode
Toggle airplane mode on and then back off so that the device attempts to connect. Oftentimes that’s all that’s needed to reestablish connection with the service provider.

In the 4th one wont work bcs while sim is blocked data roaming, access point and network operators are not visible it is hide
One more point, incase the phone has been overcharged, it burns down the sim card strip. In this unfortunate case too, you will see emergency calls only... you have no choice but to go to the nearest dealer to get the chip changed. Thx!!

@aadilhussain9358 No. It was on a phone that had fallen into a swimming pool. It broke for 3 months and then turned on. The mic, sim system and fingerprint reader is broken but other then that it work. So I use it for films as games now. Got myself a new phone.

I tried everything that you suggested but my card is still showing either NO SERVICE or EMERGENCY CALL ONLY in my MOTO E3 Power. I have raised complaint with my sim card operator ie Airtel still, the problem is unresolved.

After doing all this nothing worked for me, even the reset so in the end i turned wifi calling on as a last resort and all the signals issue was resolved instantly. For someone if no steps work for you then probably this might work without having to go through a factory reset.
But this also not worked 😢
