I needed to cut a very small diameter tip. I used a copper pipe cutter. Worked great

I worked in a bike shop for long time and we had a jig for cutting carbon bars and seatposts that would be perfect for cutting blanks

Sometimes, the grips cover it. If not, then I use colored epoxy or thread work.

I have a question for you I found your channel about a week ago and when you do this, do you need to find the spine of the donor rod and match it to the spine of the 7 foot three rod

No. The spline really only matter in the tip area.
