Here is my personal theory: Rockstar themselves said that “Red dead revolver takes place in a different universe.” *BUT* Red dead revolver is told from the perspective of the sheriff, meaning that certain events could be over exaggeration or legend. For example, the over the top death of red Harlow‘s parents murderer. Maybe his arm didn’t come clean off, maybe he just got shot and died. This is most likely the sheriff over exaggerating events. So while the events in the game are legend, and most of it likely didn’t happen. Uncle probably was Red Harlow, and the events probably got mixed between real life and fiction thanks to the sheriff. So in conclusion Uncle was Red Harlow. But most of red dead revolver was just fantasy/legend.

I feel like he's not red Harlow only because of the timeline. Uncle looks like that in 1899, and red dead revolver takes place in the 1880s. That doesn't mean he's not him, but that would mean that uncle ages like cheese
Devs really should've gone full hog with the idea that Uncle is Red. Like having that wrap always around his hand, or slightly more references in random conversations.
