Mam all bases produces oh- ion in aqueous sol. But many bases like sodium carbonate ( Na2co3) calcium carbonate (caco3) calcium oxide (cao) sodium oxide (Na2o) don't contains oh- ions so how does they donates oh- ions in aq. Sol.
That is why this theory is not acceptable
And this because one of the limitations (disadvantage) of this theory
And thus this theory couldn't last for a long time..

Gaseous HCL is not Arhenius acid because this concept is not valid in gaseous system.
It was proposed in 1884.
Arrhenius said that acid when dissolves in any solvent gives H+ ions
