Paper clay is a cheap, handy sculpting material made from toilet paper, glue and a few stock store materials.

Smooth Air Dry Clay Recipe

Procedure:
• Gather all materials
• Remove toilet paper from the roll
• Fill the bowl with water make sure it all get wet
• Soak it overnight
• Squeeze out the toilet paper and place the pulp from the separate bowl. (Squeeze out as much water as possible, you can use a piece of cloth)
• Add the white glue and mix up the clay until smooth dough-like consistency
• Store toilet paper clay in refrigerator in an airtight container.
Note: If you want a thicker clay add 1/2 cup of flour (any flour can do), 2 tablespoons of mineral oil and use electric mixer to beat the clay at high speed.
Materials:
• 1 roll of single ply toilet paper (not the kind with lotion, scent or color added)
• 200ml glue ( white school glue)
• Large mixing bowl
• Cloth

I've just tried I only soaked the tissue paper for 10mins though it came out very lumpy and cracking alot and not even holding together
