They did create that whole scene from scratch, but Dr. Gero creating Android 16 modeled after his deceased son is part of his back story. The scene TFS added really pulled everything together in a brilliant way. One my favorite scenes from the entire series
As the previous comment said, its one of the several times the writers re-wrote things to make more sense. Such as the androids having an actual personality.
And now it’s cannon because of super hero that 16 is his son

I think it's really nice that Bulma is the first person Goku tells about Chi-Chi's pregnancy. It's a tiny thing that most people wouldn't notice, but it's a hint to just how far back Goku and Bulma go. She is essentially his very first friend.

I'm watching OG dragonball and once she starts to understand Goku and see how strong but stupid he is she definitely becomes like an older sister
the entire interaction is fantastic, espesially with how casual it is

Also how genuinely happy she sounds when she congratulates him. Those little character interactions are much appreciated.

because it perfectly explains Dr Gero's incessant desire to kill Goku, originally he's a pretty one dimensional character, TFS actually makes him a tragic character, you can perfectly understand and even sympathize with his motivations and what caused them, Goku murdered his son, it's sad.

The writing team TFS has is so outstanding.. not only can they perfectly drop a tonal shift but I only just now heard kid goku in the background of Android 16's video shouting KAMEHAMEHA and I've watched this episode at least 10 times, no exaggeration

@thehoodedteddy13 is correct, Toriyama went on record saying Gero's son was killed by an enemy soldier's shot. I think the TFS rendition adds a much richer context to Gero's belligerent hatred of Goku, and it really shows just how destructive even the best intentioned of our Z Fighters are.

that part about Dr. Gero's son video is haunting. Echoes from a long forgotten past, unknown threads suddenly cut, Cell as the weapon of vengeance for a grieving father.
The birds are great because it gives the sense that some of Gero's son is actually in Android 16. And the seeing Gero's Son be reflected in Dr. Brief's glasses was great.
I just realized May 12, the day Dr. Gero's son died, is the same day the androids attacked. Gero must have chosen that date on purpose.
The day his son died would be the day his murderer died. It makes sense. If I were on a revenge quest I couldn’t think of it being better timed.

Honestly this episode encapsulate so much of what I like about dbza. The changes they made to the entire cast, especially popo and dende, are perfectly summarized by watching this episode. That scene of gero's son before he was recreated as 16 is just gut wrenching. Cell being simply perfect. Bulma, being goku's longest friendship, isn't even lightly phased by him poping out of nowhere to warn her that sex make babies. So many things, from the huge "in your face" changes to the small detail of characterisation. Everything is on full display in this episode. Funny thing is, nothing really happened. The purpose of the episode clearly seems to be to let the pacing breath a little and setup stuff for the season finale

I thought it was at the awkwardness of the pickup attempt, but it's just his response to hearing whistling. *blinks*
