Mafia
Mafia: Realistic police, doing their job good, has driving license, sending to few officers.
GTA: Aggressive police, doing their job not so good, got their driving license in a pack of flakes, sending good number of officers.
Mafia is more realistic for sure when it comes to police.
Giving a fine to someone who just shot a gun ? Yeah "realistic"

I think a good note would be that, Mafia cops don't care about NPCs, atleast GTA V cops will respond to NPCs and shoot them (In GTA IV they'd arrest them, but it got cut in GTA V before release)

Random events, car jackers, random chases, (rarely), but street fights.
There's a few in there, mainly in singleplayer, online cuts a lot of detail.
