Putin has been ignoring those nuclear disarmament treaties for a while now anyway. Putin's little helper Donald Trump, while he was President, already played his role when he unilaterally pulled the USA out of a nuclear arms treaty with Russia... which was exactly what Putin wanted, because that gave him the perfect excuse to pull out himself without being the first to do it, and it gave Putin yet another opportunity to make wild claims about how this allegedly "proved" the USA couldn't be trusted.
