In an audience watching this years ago, Oakie’s entrance and backslap got the biggest laugh in the picture. Still one of the best scenes. Chaplin gives everything to him.
Astonishingly, Oakie was deaf from an early age, but he worked around it brilliantly (i.e., one would never have guessed!).
To be fair, historically Mussolini was always the better comedian.
The more funny thing was the handshake!

It's funny how they thought Mussolini was some kind of a dangerous dictator in this movie when in real life he and his army were always getting their rears kicked by both allies and germans

In reality in 1934 Italy was feared by Germans because Italy guarantee Austria's indipendence and threaten to intervene if Germany were going to violate it. Only after war in Ethiopia and Spain Mussolini allied formally with Germany.
