It's not that simple. It was a risk to make this movie then, but rather than Charlie Chaplin staking his career on it, American audiences at the time felt the speech was going along with unpopular ideas of the time and hated it so much that he was banned from America until the 70's.

I learned that the night of this movies premiere he donated the proceeds to families of American Soldiers! So awesome, I watch so many of his movies over and over he was a brilliant and caring human being. RIP Charlie 🖤

Chaplin has always been a part of my childhood I use to dress like him he was so unique in the forward-thinking a great man of his time.
It (speech) not only belongs to 1941 but also for future...for ever ....ever....for every HUMAN...SALUTE
The way he says “hope” at the beginning. At first you think the Barber is hanging on the word and letting the nervousness get to him. But then you realize, it’s in that moment that he knows what to talk about to end the conflict and save everyone. It is hope.
I think Charlie should had been doing more speaking in his movies.
Maybe so, but when he started acting in movies, that's just not how it went. In fact, when movies started having spoken dialogue, people hated it because, no lie, they couldn't hold a conversation in the theater among other reasons. Well, almost a hundred years after the first "talkies" as they were called and look where movies are now.
