According to what I read online, it turns out that Biden is actually following US law because he's still paying Israel aid, but it is just pausing payment on certain bombs. According to the legislation, it doesn't specify that he has to pay for these bombs. Also hes doing this because it poses a threat to the lives of civilians. Trump, on the other hand, withheld spending on Ukrainian Aid completely to pressure Zelensky into carrying out an investigation into Joe Biden and to benefit his reelection bid. Because he withheld spending entirely, he was breaking the law, but pressuring Zelensky was arguably a bigger offence.
