There might be an argument to make with Obama and healthcare since this was something this country has never seen before. But those are the only ones. Trump gave historic tax breaks to corporations and the wealthy, if that's what you consider change. But he is no different than any others. He's just there to take care of his donors and increase his personal wealth. If he wins, all the heads of state and lobbyists will be staying at his properties and funneling him money just like his last presidency.
