Court-ordered busing did not allow students to be bused to "the school of their choice", as stated in the video, but to the school they were assigned to, so many kids were bused from safe schools to dangerous schools, which is the reason people fled the district. Takeover by the state and by emergency financial managers didn't primarily occur due to deteriorating buildings, but due to massive financial corruption in the district that impeded actual operation of the schools.
