I agree with you. Even major Sulemana himself said it once before that he didn't arrest Rawlings but he spoke to him and calmed him down, they then drove in major Sulemana car to his house where he again advised Rawlings that he should use diplomacy to address his issues rather than violence. An arrest didn't happen between major Sulemana and Rawlings..
