In Starsector, legality is defined by the size of your fleet compared to the fleet contesting it.
It's a quite fluid concept.

Colonies are the way to go. Easy money but extremely irritating to setup things especially if you are hostile to big factions. You have to live from bounty to bounty for more credits to build things.
Also love that split second disclaimer about selling certain things to black market xD
